United States Mint Sets History  (provided by rivercitycoins.com)

Uncirculated coin sets have been produced annually by the United States' Mint since the late 1940's (except 1950, 1982 & 1983). A Mint Set contains uncirculated examples of each of the "business strike" coins produced at the various United States' Mints. A mint set consists of two pliofilm packages in a white (or yellow) envelope. One package contains the Denver Mint coins and the other contains the Philadelphia Mint coins. The coins are usually a little nicer than those produced for circulation because they are handled more carefully and packaged at the mint.

The sets usually contain the cent, nickel, dime, quarter, half dollar and sometimes the dollar for each of the mints that are made in a given year.  They include coins from the Philadelphia, Denver, and San Francisco mints.

Due to the coin shortage in the mid 1960's, the mint did not produce the usual 2-pack set but instead produced Special Mint Sets (containing the cent thru half dollar) in 1965 through 1967. These Special Mint Sets are sort of a hybrid between uncirculated and proof coins.

Note: The 1971 and 1972 sets were packaged without the Eisenhower dollars that year.
